The issues are many. My voice feels small. But I do have a voice whereas the jackrabbits, the burrowing owls, the sagebrush – our beloved Refuge has no voice of its own.

Joe essentially had to put on his bullet-proof Superman costume to deal with this Malheur controversy over the Refuge grazing program. He made a lot of enemies and friends at Malheur, balancing local grazing interests with environmental and wildlife concerns.

Friends of Malheur Refuge was founded in 1999 to promote the conservation and appreciation of natural and cultural resources at Malheur National Wildlife Refuge.
