Malheur Refuge owes its existence to events that occurred far back in geologic time, from the formation of Steens Mountain and its watersheds to the Blitzen river basin and freshwater marshes that exist today.

How the Refuge came to be in the early 1900s to the Refuge’s wildlife and habitat management challenges of today are all part it’s story.

The CCP is a strategic plan developed with the input of many stakeholders that will guide the Refuge’s management decisions to 2028.

Malheur Lake Aquatic Restoration Plan

Aquatic habitat and common carp (an invasive species) research is underway with the objective of improving Malheur Lake’s habitat conditions.
